Yes, a man can be sexually harassed. The New Jersey Law Against Discrimination does not limit its protection to women in terms of sexual harassment, but it has been interpreted and should have been interpreted to include sexual harassment of a man. And sexual harassment of a man can occur when a female is harassing the man, or when a man is harassing the man.
It doesn't matter whether or not the person who is doing the harassing intends to be sexual, but if that person is using sexually-charged language or sexually explicit language, his or her motivation isn't necessarily going to preclude a claim, and you are still going to be protected from that harassment.
